Our Team
As the Executive Director of Road Safety Action International (RSAI), Eric Gabriel Jenn-Judgges is an engineer and sustainable transport specialist with strong entrepreneurial grit, and the Founder and Executive Director of Road Safety Action International (RSAI), with operations in Liberia, Sierra Leone, and The Gambia. He has led RSAI’s evolution into a results-driven social enterprise advancing road safety, sustainable mobility, and infrastructure governance across West Africa. Working closely with national ministries, development finance institutions, and regional partners, he has delivered high-impact initiatives in road safety audits, corridor assessments, driver training systems, policy reform, and road maintenance financing. A systems thinker and institution builder, Eric approaches transport challenges through integrated technical, financial, and governance lenses. He has led corridor-level assessments along the Trans-African Highway (TAH-7) and designed national capacity-building programs for drivers, auditors, and transport operators. His work blends field investigation, data systems development, and policy advisory support to strengthen transport ecosystems. He is committed to building technically sound, financially sustainable institutions that deliver measurable safety and economic impact.
James B. Kollie is a development practitioner, boasting over half a decade of invaluable expertise in collaborating with both NGOs and INGOs. He serves as Project Coordinator/Consultant, providing oversights on a number of RSAI’s projects, notably the National Road Enhancement Project. Prior to working for RSAI, James co-founded TRIBE, a social impact venture dedicated to improving education outcomes in Liberia. As Co-founder, he led local fundraising efforts, redesigned institutional model, and scouted new talents to improve institutional growth, in addition to creating public visibility. With appreciable insights in project management, James spearheaded strategic implementation on two USAID’s projects in education and healthcare delivery, in which he led key stakeholders engagements, policy review, and social impact research.
Emmanuel Jallah is a road safety professional with strong expertise in road safety audits, traffic data systems, and evidence-based transport planning in Liberia and the Mano River Union region. He holds a BSc Degree in Civil Engineering (Magna Cum Laude) from Stella Maris Polytechnic University, Liberia and currently serves as Project Officer at Road Safety Action International (RSAI), where he leads and coordinates four flagship initiatives: Technical & Road Safety Audit and Inspection, Traffic Count Project, Crash Data Systems & Safety Performance Indicators for Power Two- and Three-Wheelers (PTW Focus), and the Mano River Union Road Assessment Project (ManoRAP). In this role, he provides technical oversight, supports field implementation, manages stakeholder coordination, and contributes to data-driven safety recommendations that inform policy and infrastructure interventions. As a published author, Emmanuel brings hands-on experience in road safety data collection, crash analysis, vulnerable road user safety, and capacity building, with a strong commitment to advancing safe, inclusive, and sustainable mobility across Liberia and the sub-region.
Patience Jehlue Saylee holds the position of Project Officer for Public Institution Drivers Training (PID) and Transport Service Operators (TSO) Projects at Road Safety Action International (RSAI). In this role, she is responsible for coordinating and supporting the design, implementation, and monitoring of driver training programs aimed at improving safety performance among government drivers and commercial transport service operators. Her work focuses on strengthening driver competence, institutional compliance, and operational safety standards to reduce road traffic crashes and fatalities across Liberia. Patience’s expertise extends beyond project coordination, as she is a certified road safety trainer and practitioner with a strong commitment to advancing evidence-based road safety interventions. She has completed professional training and obtained certifications from reputable institutions, including the International Road Federation Global (IRF), World Bank Open Learning Campus, the International Road Assessment Programme (iRAP), and the Johns Hopkins Injury Research Unit. These certifications reflect her dedication to applying global road safety standards and best practices within the Liberian context. Ms. Saylee holds a Bachelor of Science degree in Civil Engineering from Stella Maris Polytechnic University, providing her with a solid technical foundation in transport infrastructure, traffic safety principles, and risk assessment. Her academic background is further complemented by practical experience in environmental and social safeguards within the infrastructure sector, equipping her with the capacity to integrate safety, social inclusion, and sustainability considerations into driver training and transport safety initiatives. Through her work at RSAI, Patience continues to contribute to the development of safer transport systems by bridging technical expertise, institutional capacity building, and stakeholder collaboration. She remains committed to improving road safety outcomes for public institutions and transport service operators while supporting national efforts to build a safer, more resilient road transport system in Liberia.
