About the project
RSAI examined traffic demand and the potential for toll-based financing on the Roberts International Airport Highway, including candidate toll locations, vehicle classes and indicative revenue sensitivity.
The study combined historical traffic counts, a modelled planning dataset and targeted field checks. It identified the additional seasonal evidence required before a full feasibility and investment decision.
Scope of work
- Review historical classified counts and calibrate daily, hourly and directional traffic profiles.
- Conduct short-duration traffic checks and targeted trip-pattern interviews.
- Screen candidate toll locations and assess vehicle-class and tariff scenarios.
- Prepare an auditable workbook and templates for replacement with new observed counts.

Documented outputs and progress
- A seven-day, 24-hour, two-direction planning dataset covering nine vehicle classes.
- Screening of four candidate toll-plaza locations.
- Traffic, toll-class and revenue-sensitivity workbooks with documented quality-control checks.
The core traffic dataset is modelled and field-calibrated. It does not replace a new seasonal traffic survey; wet-season counts remain a next-stage requirement.
