About the project
RSAI is exploring how Broad Street can become a more people-oriented public space while supporting commerce, access, tourism and Monrovia’s cultural identity.
The 2024 feasibility and social-acceptability study examined the attitudes of road users, pedestrians and businesses towards car-free planning. Its findings inform stakeholder engagement and the development of a phased pedestrian-priority approach.
Scope of work
- Review transport preferences and the cultural and behavioural factors affecting car-free planning.
- Engage pedestrians, businesses, residents and road users.
- Explore walking, cycling, traffic calming and streetscape options.
- Translate research findings into a framework for culturally responsive urban planning.

Documented outputs and progress
- 62.5% of surveyed respondents supported walking and 59.4% supported cycling as alternatives to private cars.
- 87.5% favoured incorporating Monrovia’s culture and history into urban planning.
- A planning framework was developed to connect car-free strategies with local values and urban identity.
