About the project
RSAI is supporting the development and validation of Liberia’s tolling and axle-load-control framework through independent technical review of feasibility and policy documents.
The review tests the relationship between traffic evidence, user affordability, institutional responsibilities and the practical implementation of road-user charging.
Scope of work
- Review traffic-demand, corridor-use, tariff and revenue assumptions.
- Assess affordability, willingness-to-pay evidence and sensitivity testing.
- Review axle-load enforcement provisions and institutional roles.
- Consolidate recommendations for feasibility documents, policy and implementation guidance.
