Overview
This manual provides guidance and evidence for decision-makers and practitioners that should
lead to an increase in the use of vehicle occupant restraints, such as seat-belts for adults
and car seats for babies and children. It draws on experience from countries that have
succeeded in achieving and sustaining high levels of vehicle occupant restraint use, and
builds on new evidence, including from low and middle-income countries.
