About the project
RSAI developed Liberia’s National Roadworthiness Regime Framework, covering the legal, institutional and operational foundations for a national vehicle inspection and certification system.
The framework addresses private, commercial, government and imported vehicles, including motorcycles and three-wheelers. Its preparation was aligned with the review of the Vehicle and Traffic Law.
Scope of work
- Assess vehicle-safety conditions, institutions and policy gaps.
- Develop technical inspection standards and certification procedures.
- Specify digital vehicle-safety records and data exchange arrangements.
- Design governance, financing, enforcement and phased implementation arrangements.

Lead consultant and policy framework developer.

Ministry of Transport / National Road Fund.
Documented outputs and progress
- A validated National Roadworthiness Regime Framework and inspection standards.
- Inspection checklists, reporting tools and digital-system specifications.
- A costed 36-month implementation roadmap and monitoring framework.
